MI-3 Is Now Closed | 10,000 Cap Has Been Reached

When I checked Citizenship and Immigration Canada's website this morning for update on the number of applications received for Ministerial Instruction 3 (MI-3), this is what saw:

MI-3 Is Now Closed | 10,000 Cap Has Been Reached

The cap fro MI-3 has been reached. Citizenship and Immigration Canada has received 10,000 complete Federal Skilled Worker applications for processing since July 1, 2011. This means, they will no longer accept new applications until June 30, 2012.

I'm not when was this posted. I believe it was posted just few hours ago since it wasn't like this yesterday night. I was looking for date references and noticed a discrepancy:

This page was supposedly updated May 7, 2012 but information posted in that page pertains to report dated May 8, 2012. I don't know how to explain that.

If new Ministerial Instructions are not issued before July 1, 2012, the current cap of 10,000 new applications will re-set on that date.

Total applications received for this job classification is already 357. This figure is just an estimate. In actual, it could be 400-450 already. Or worst, there is a chance that it's already reached.

Cap For Licensed Practical Nurse (LPN), Reached - CIO Update As of Feb 14, 2012


The cap for Licensed Practical Nurse was already reached as per Centralized Intake Office update dated February 14, 2012. But in reality, the cap could have been reached several days or weeks before that.

If you're a Licensed Practical Nurse or a Registered Nurse planning to apply for permanent residence in Canada under the Federal Skilled Workers class and you do did not make it to the cap, here's what you may do.

1. Get your documents ready for July 2012. There is a great chance that your occupation may be included again in the 2012 Priority Occupations. You should be able to file your application immediately once Ministerial Instruction 5 (MI-5) is issued.

2. While waiting for the July 2012 Ministerial Instruction, consider having your credentials assessed. Check out Foreign Credentials Referral Office and Provincial and Territorial Regulatory Bodies for Nurses in Canada.

CIO's Approximate Number of FSW Applications Received


I used to keep a monitor of MI-3 Total Number of Applications Received for FSW. However, I decided to stop doing it because I realized there's no use monitoring the dates of that report really. That's because the "as of date" indicated there doesn't really mean anything.

As an example, based on that online report, the cap for Registered Nurses was reached as of September 20, 2011. But in reality, the cap was reached as early as middle of July 2011. But as of their report dated July 21, 2011, only 26 applications were received. In fairness to CIC, there's this disclaimer which stated that the number of complete Federal Skilled Worker applications received is just an approximate. But who would have thought that the cap was already reached as early as July 15, considering their report dated July 21? There simply is no transparency.

The same thing is true in the case of Pharmacists and Physicians. There were cases already returned by the Centralized Intake Office (CIO) for the reason that the cap was already reached.

Now, if you will notice, the "AS OF DATE" part of their online report was already deleted.

As of this writing, the cap for Social Workers was already reached while there's already 485 applications received for the Architects. You will never know when was this updated unless you scroll down and look at lower left corner of that page as shown in the image below.


If the web page footer would be the basis, we may say that as of Feb 7, 2012, total applications received for Architects is already 485. Then again, the reality could be that the cap for Architects was already reached several days ago.

As of January 3, 2011 CIC online update, cap for skilled worker NOC 2121 (Biologist and Related Scientist) has been reached already.

Biologists and Related Scientists with Arranged Employment may still file an application under the Federal Skilled Workers program.

Cap Reached for Pharmacists | CIO MI-3 Update as of November 23, 2011


As of November 23, 2011, the cap for Pharmacists has been reached already. This means Centralized Intake Office (CIO) will only accept applications under this job classification for those with Arranged Employment.

But of course, the cap could have been reached much earlier than November 23. The online tally is not a real-time report.

For Registered Nurses for example, Citizenship and Immigration Canada reported that the cap for nurses was reached on September 20, 2011 with a little disclaimer that 'he number of complete Federal Skilled Worker applications received is approximate". It appears however that in reality cap has been reached as early as July 15, 2011. Read November 2011 Visa Bulletin for more details.

Between July 1, 2011, and June 30, 2012, a maximum of 10,000 complete Federal Skilled Worker applications will be considered for processing. Within the 10,000 cap, a maximum of 500 Federal Skilled Worker applications per eligible occupation will be considered for processing within this same time frame.

40 Positive Assessments from CIO for MI-3 Applicants


Yesterday, our office received assessment notices from Centralized Intake Office for 40 MI-3 applicants. Of the 40 cases that received the positive assessment notice, only one of them is a Pharmacist and the rest are all Registered Nurses. These are case we've sent to CIO from July 2-9, 2011.

MI-3 Notice of Assessment from CIO


We have just received today the first batch of Assessment Notice from Centralized Intake Office (CIO) for Federal Skilled Worker program applicants filed under Ministerial Instructions (MI-3).

Notice of Assessments are being sent by CIO via email. We have so far received 8 assessment notice for MI-3 application filed on July 1 and 2, less than 3 months from the time their applications were sent to CIO.

The following are the breakdown of 8 applications with assessment notice based on job classification:

1 - Contractors and Supervisors, Carpentry Trades
1 - Industrial Electricians
1 - Architects
1 - Specialist Physicians
1 - Medical Radiation Technologists

For Registered Nurses who weren't able to make it, here's what you may do to pursue your Canadian dream while waiting for the next Ministerial Instruction.

1. Get your credentials assessed. Requirements and processing for credentials assessment varies depending on which Provincial and Territorial Regulatory Bodies for Nurses in Canada you will be applying from.

Getting your credentials assessed and writing the exam will give you an advantage. Here's a Guide for Filipino Nurses planning to live and work in Canada based on actual experience of a Filipino Nurse.

2. After the credentials assessment, the next step is to find employer. This Canada Jobs Portal would be of help in finding employer in Canada.

3. You need a Labor Market Opinion (LMO) or Arranged Employment Opinion (AEO) in order to apply for a Work Permit or PR Visa, respectively. Your employer needs to apply for AEO and LMO from Human Resources and Skills Development Canada (HRSDC).

Another alternative that nurses may consider is to try Australia, which now have the most livable city in the world.

Under MI-3, only a maximum of 500 applications per occupation will be received by Centralized Intake Office (CIO) for processing. Once the cap has been reached, CIO can only accept applications for affected occupation from people with an arranged employment.

MI-3 Cap for NOC 1122 has been reached! | CIO Update as of August 22, 2011


Just like under Ministerial Instruction 2 (MI-2), Professional Occupations in Business Services to Management (NOC 1122) is the first to reach the cap for Ministerial Instruction 3 (MI-3). The 500 cap for NOC 1122 has been reached already as of August 22, 2011. That means Centralized Intake Office will no longer accept applications under the said job classification unless there is an arranged employment.

Meanwhile, there's not even one application received under Crane Operator job classification. I have some interested applicants as Crane Operators but they wouldn't meet the pass mark under the current points system due to education and language factors.

As of August 10, 2011, 419 complete applications for Professional Occupations in Business Services to Management (NOC 1122) has been received by Centralized Intake Office . There's only 81 slots more left before the 500 cap is reached!

There is a great chance that most of the 419 applicants who applied under job classification NOC 1122 are not really eligible. I've talked to quite a number of applicants who filed their applications under NOC 1122, without help from a representative. Most of them are Administravie Supervisors, Financial Analysts and other job classifications which do not match the description of Professional Occupations in Business Services to Management.

If Citizenship ang Immigration Canada really wish to target 500 applications per occupation to fill up its labor shortage, it should base the cap on the number of applications with CIO Positive Assessment and not on the number of applications received. But then again, if their objective is to get rid of backlogs and limit the number of immigrants they will allow to enter Canada, an A+ grade for the conservative government is in order.

MI-3 Total Number of Applications ReceivedAs of this writing, the total number of applications received since July 1, 2011 is not yet released by Citizenship and Immigration Canada (CIC). It's interesting to know how many applications were already received for the past two weeks.
