Bill 9, an Act to increase Québec's socio-economic prosperity and adequately meet labour market needs through successful immigrant integration was recently passed by the Quebec Government and as a result, thousands of applications will be cancelled.

Preliminary Review for Quebec Skilled Worker Program Application

Changes to Quebec Skilled Worker Selection Grid was announced by by Quebec's Ministry of Immigration, Diversity and Inclusion (MIDI).  Simply put, those files wherein Preliminary Review had not started yet will be affected by the changes.

Quebec Skilled Worker Selection Grid Changes Effective March 8, 2017

Effective March 8, 2017, changes will be implemented in the Quebec Skilled Worker Selection Grid. These changes were made, according to this MIDI Announcement, to promote better socio-professioal integration of immigrants and to upgrade knowledge of French.

Mon Projet Quebec Update: Next Application Intake for Quebec Regular Skilled Worker Program will be from August 16-22, 2016

The next application intake schedule for Quebec Regular Skilled Worker program will be from August 16-22, 2016.  Another 5,000 applications will be accepted for this schedule.  To apply, applicant must send their applications via the Mon Projet Quebec (online application).

The maximum number of applications submitted under the Regular Quebec Skilled Worker Program has been attained few hours after program opened on June 13, 2016.  For those who were not able to make it, you will have a chance to submit your application during the 2nd intake period to be held at a later date in 2016.

A guide to Submitting an Application for Quebec Selection Certificate

Starting January 26, 2016, applicants for Quebec Skilled Worker program who already have a My Quebec Project Account may start filling out the forms online.  If you are one of those planning to apply, you have until Feb 15, 2016 to complete the forms and must be ready to submit the application once the program opens and started to accept applications.

Immigration Pathways for Nurses

Guide to Obtaining a Permit from Ordre des infirmières et infirmiers du Québec (OIIQ) for Nurses Outside Canada

If you are applying for Quebec Selection Certificate to immigrate to Canada via Quebec Skilled Worker Program, it will help you case if you will now start processing your application for permit to practice nursing profession in Quebec.  It will not only help you establish your ability and intent to settle in Quebec (Adaptability factor), but it will also make your transition easier. 

The following are the main steps to obtain your right to practice nursing in Quebec through Ordre des infirmières et infirmiers du Québec (The Order):

1. Prepare your application for recognition of equivalence

To start the process and to receive by email the necessary documentation for the equivalence of your diploma please complete the application form at the following, fill out this online form. 

2. Obtain a decision from the Admission by Equivalence committee
3. Complete a professional integration program
4. Obtain the status of Candidate for the Profession of Nursing (CPN)
5. Pass the Professional Examination
6. Obtain your Permanent Permit
7. Apply for entry on the annual record of members of the Order

Don't be a victim of a disappearing act: Choose your immigration representative carefully

Here's a reminder from Citizenship and Immigration Canada regarding immigration representatives.

To determine if the consultant you are dealing with is authorized representative, verify with ICCRC.  If they are not listed, they are not authorized.  Canadian Immigration Lawyers are also authorized representatives but they are not required to be registered with ICCRC. If the representative claims to be a lawyer, verify with Federation of Law Societies of Canada.

However, not all ICCRC Members and Canadian Immigration Lawyers are authorized to represent you for Quebec Immigration Applications.  Ministère de l’Immigration et des Communautés Culturelles (MICC) deals only with Authorized Quebec Immigration Representatives.

Quebec Skilled Worker Program: 6,500 CSQ Applications to be accepted from April 1, 2014 to March 31, 2015

Ministère de l'Immigration et des Communautés culturelles (MICC) have just announced the terms of demand management be enforced on April 1, 2014.

From April 1, 2014 to March 31, 2015, MICC will continue to accept a maximum of 6,500 CSQ Applications under the Quebec Skilled Worker Program.  There's no changes in the regulations and this means Filipino Nurses may still apply! [Source: MICC]

If you are a BSN degree holder and you graduated within the last 5 years and you have at least 1 year legal work experience, you may be eligible! Experience doesn't need to be as a nurse and you don't need to be a registered nurse.

Options for Filipino Nurses: Nova Scotia or Quebec?

If you're a Filipino registered nurse  planning to apply for Permanent Residence in Canada and is choosing between Nova Scotia and Quebec, here's some pointers you may consider:

Nova Scotia
Nurses are included in the list of eligible occupations under the under the Regional Labour Market Stream of Nova Scotia Nominee Program.  For this year, Nova Scotia will nominate only 150 applicants under the said program. For your reference, read the  Frequently Asked Questions page prepared by Nova Scotia Immigration Office.

As of this writing, it is safe to assume that they have already accepted more than hundreds - or even thousands - of applications from which they will select the lucky 150 applicants.  If not selected, you have the option to withdraw your application or simply wait and try your luck next year - if and when you will be selected.

If you are not in a hurry and don't really mind if you don't get selected within an indefinite period of time, then Nova Scotia is for you.

Quebec
The list of occupations eligible for the Quebec Skilled Workers Program includes Nurses.  In fact, it's the top priority, with the highest points awarded for Aria of Training factor.  The program is still open and will be extended until March 31, 2015.

If immigrating to Canada is something you seriously want for your family and that you understand the importance of time and opportunity, you should go for Quebec.

Of course, the premise above should be taken in the context of valuing the opportunity, the essence of time.  There are many other factors such as Immigration cost, cost of living, community, etc.

Immigration cost going to Quebec is of course more expensive. Applying for NSNP is free. On the other hand, there is a fee in applying for Quebec Selection Certificate.

Cost of living in Montreal (Quebec) is way lower than in Halifax (Nova Scotia).

There is a bigger Filipino community in Quebec than in Nova Scotia.  In fact, there is already a Filipino Nurses Association in Quebec!

You need two years experience to be eligible for NSNP. You only need at least 1 year experience to be eligible for Quebec Skilled Workers Program.

Application management methods effective April 1, 2014 | CSQ Applicants May Still Apply After march 31, 2014!

Few months ago, we reminded you about the MICC Quota for Quebec Skilled Worker Program and that applications will only be accepted until March 31, 2014.

Here's a good news for Filipino Nurses panning to apply for Quebec Selection Certificate to legally live and work in Canada!

Candidates who wish to submit an application for a Certificat de sélection du Québec can continue to do so after March 31, 2014, according to new rules effective April 1, 2014. These new rules pertain to the maximum number of applications that will be accepted over the next year under the various economic immigration programs. 

It is important to note that these rules are not intended to change Québec’s immigration objectives as set out in the Plan d’immigration du Québec pour l’année 2014

Applicants may still apply after March 31, 2014!

MICC Priority Processing for CSQ Application of Applicants affected by Typhoon Haiyan (Yolanda)

If you were personally affected by Typhoon Haiyan (Yolanda) and that you have a pending application for Quebec Selection Certificate, MICC will prioritize your application.

Simply fill out this online form at the Official Website of Government of Quebec indicating your File Number and other information. You have to describe how you or your family are or have been affected by the passage of Typhoon Haiyan.

If you are a Registered Nurse planning to live and work in Canada, you still have a chance to apply under Quebec Skilled Workers program.  A total of 20,000 applications will be accepted from August 1, 2013 to March 31, 2014.  Send your resume to canada@proimmigrationadvisers.com for Free Online Assessment.  A licensed Quebec Immigration Consultant/Lawyer will personally evaluate your chances.   Avoid fake immigration consultants.

On Quebec Immigration Paid Representatives

It is not required to retain services of an immigration intermediary (paid individuals) in applying for Quebec Selection Certificate.  However, if you decide to use the paid services of an individual, please note that the Ministère de l’Immigration et des Communautés Culturelles (MICC) only deals with duly authorized individuals, namely:

• members in good standing of the Barreau du Québec;
• members in good standing of the Chambre des notaires du Québec;
• individuals who have been granted special authorization issued by one of the two above-mentioned organizations;
• recognized immigration consultants who are registered with the Registre québécois des consultants en immigration (PDF, 259 Kb)

If you retain the services of a consulting firm or individuals who are not Authorized, you are not certain of so many things.  You also don't have any protection from Immigration Consultants of Canada Regulatory Council (ICCRC).

There are individuals who are not authorized by MICC who offer assistance for CSQ Application and are charging only a minimal fee.  They would often tell you that  it is just easy you will get the same service the lawyers will offer and that they also know the process. Don't fall for it. 

Immigration is not a simple process.  There is a reason why immigration representatives are being regulated.  These lawyers and licensed consultants are in the best position to provide you sound advice and are able to really represent you before MICC.

Nurses Needed in Quebec, Canada!

Nurses are not included in the list of 24 eligible occupations under the new Federal Skilled Worker program.  If you a nurse and if you have prepared for the filing of your application this coming May 4, 2013, your frustration and disappointment is understandable.  But please bear in mind that it is not yet the end of the world.  This is just temporary and Nurses may be included again in the next list of eligible occupations. You just have to wait.  Patience is a virtue.    

But waiting is not the nicest thing to do.  We understand that and that is why we want to inform you of other options available for Nurses.

Quebec Skilled Worker Program is wide open for nurses!

Filipino Nurses Association of Quebec

The Province of Quebec is wide open for Registered Nurses who wish to live and work in Canada.  If you are a Registered Nurse and do not want to wait until January 2013 to start your application, Quebec Skilled Worker Program is an alternative.


The common problem that Filipino Nurses think if they opted for Quebec Skilled Worker Program is the French Language barrier.  In fact, there are some of those who think that a French Language Test is mandatory and without which, they can't be eligible.  This is of course not true.  French Language factor is just one of so many factors being considered in assessing your qualification.  However, you must consider that Quebec is predominantly French-speaking Canadian Province and if you don't even have the intention to learn the language, do not apply for this program in the first place.

Now, do you think you will not survive in Quebec as a Filipino Nurse?  Guess what, there's a Filipino Nurses Association of Quebec!  Some Filipino Nurses actually made it. Why can't you?
