Ms. Rachelle Mae Kandil and her family were recently granted a temporary resident visa to Canada and they will move to Canada soon. She will be studying at Cape Breton University as International Student. Her husband will be able to work full-time with an Open Work Permit and their son will be able to study for free! It's just a matter of time, they will be applying for Permanent Residence under the Atlantic Immigration Pilot.

Options for Filipino Nurses: Nova Scotia or Quebec?
If you're a Filipino registered nurse planning to apply for Permanent Residence in Canada and is choosing between Nova Scotia and Quebec, here's some pointers you may consider:
Nova Scotia
Nurses are included in the list of eligible occupations under the under the Regional Labour Market Stream of Nova Scotia Nominee Program. For this year, Nova Scotia will nominate only 150 applicants under the said program. For your reference, read the Frequently Asked Questions page prepared by Nova Scotia Immigration Office.
As of this writing, it is safe to assume that they have already accepted more than hundreds - or even thousands - of applications from which they will select the lucky 150 applicants. If not selected, you have the option to withdraw your application or simply wait and try your luck next year - if and when you will be selected.
If you are not in a hurry and don't really mind if you don't get selected within an indefinite period of time, then Nova Scotia is for you.
Quebec
The list of occupations eligible for the Quebec Skilled Workers Program includes Nurses. In fact, it's the top priority, with the highest points awarded for Aria of Training factor. The program is still open and will be extended until March 31, 2015.
If immigrating to Canada is something you seriously want for your family and that you understand the importance of time and opportunity, you should go for Quebec.
Of course, the premise above should be taken in the context of valuing the opportunity, the essence of time. There are many other factors such as Immigration cost, cost of living, community, etc.
Immigration cost going to Quebec is of course more expensive. Applying for NSNP is free. On the other hand, there is a fee in applying for Quebec Selection Certificate.
Cost of living in Montreal (Quebec) is way lower than in Halifax (Nova Scotia).
There is a bigger Filipino community in Quebec than in Nova Scotia. In fact, there is already a Filipino Nurses Association in Quebec!
You need two years experience to be eligible for NSNP. You only need at least 1 year experience to be eligible for Quebec Skilled Workers Program.

Regional Labour Market Demand Stream of Nova Scotia Nominee Program will start accepting new applications on March 6, 2014. This program is open to some NOC 0, A and B job classifications with at least 2 years related experience within the last five years.
Only a CLB Level 5 is required for the English language and at must have completed at least Canadian equivalent of High School Diploma (12 years of formal education). Ideal age is 21-55 years old.Applicant must also establish his/her intention to settle in Nova Scotia. If you have immediate relatives in other province, this may not work for you.

For those planning to immigrate to Nova Scotia via Community Identified Stream, Kings Regional Development Agency (Kings RDA) is one of those mandated organizations that may write a Letter of Identification for you. This is if you want to setlle in Kings County.
Situated in eastern Annapolis Valley, Atlantic Canada's most abundant agricultural region, Kings County is just an hour away from Halifax and its international airport. Kings County boasts a thriving economy, excellent health care, superb educational opportunities, and a safe, affordable environment. How to get a Letter of Identification from Kings Regional Development Agency (Kings RDA)?
If you choose Kings County, you must visit 3 times in order to establish connections to Kings County. The purpose of these visits is to have community connections, to get at least 3 Letters of Support. These letters are collected from 2 organizations and 1 individual in good standing you have connected with while in Kings County.
After the visits and getting the letters of support, you may now write a letter of intent to Kings RDA. The “Letter of Intent” is a mini biography to describe your profession. If you are planning to start a business, include a brief description of the business plan; how they can contribute to the labor market; where they see themselves in 3 – 5 years; etc. Your application will be evaluated and a “Letter of Identification” will not be written until you meet the requirements.

Nova Scotia and CIC's New Agreement on Temporary Foreign Workers Program
Back in 2007, an Agreement for Canada-Nova Scotia Co-operation on Immigration was signed between Nova Scotia and Government of Canada to foster an effective partnership between Canada and Nova Scotia for the promotion, recruitment, selection, admission, settlement and integration of immigrants to the province among others.
Just recently, an annex to this Agreement was signed. This is good news for Temporary Foreign Workers in Nova Scotia!
Under this new agreement is a proposed pilot project would grant “open” work permits to accompanying spouses and dependants of all TFWs in Nova Scotia. That means spouses and dependants would be able to work for any employer and be exempted from the normal requirement to obtain a Labor Market Opinion (LMO). Ordinarily, dependent spouse can get a work permit without LMO only if the occupation of their TFW spouse is classified as Skills Level O, A and B as defined in National Occupational Classification (NOC).

Nova Scotia Nominee Program (NSNP)
Like other Provinces of Canada, Nova Scotia also has its own version of Provincial Nominee Program. This is called Nova Scotia Nominee Program (NSNP).
The Nova Scotia Nominee Program (NSNP) offers a quicker entry into Canada for qualified workers and experienced entrepreneurs who wish to settle in Nova Scotia and become permanent residents of Canada. Like other Provincial Nominee Program, the NSNP is a two-step application process for permanent resident status in Canada: Apply to the Nova Scotia Nominee Program and then apply to a Citizenship and Immigration Canada visa office once you get your nomination.
NSNP Program Streams:
Skilled Worker Stream - there are specific sectors in Nova Scotia that have many opportunities for skilled immigrants. This stream fast-tracks applicants who have the needed skills and permanent full-time job offers.
Family Business Worker Stream - this helps family-owned businesses to hire close relatives who have skills that couldn't be found in Canadian citizens or permanent residents.
Community Identified Stream - aimed at individuals who are employable, have strong established connections to a Nova Scotia community, and can contribute to the labour market and economy of that specific community.
International Graduate Stream - helps employers hire and retain recent international graduates whose skills may be in limited supply in the province. This stream targets international graduates who have established strong ties to Nova Scotia and intend to live, work, and establish their careers in this province.
