To legally work in Canada as a Temporary Foreign Worker, a Labor Market Opinion (LMO) is normally required. It's the employer who needs to get it for you from Human Resource and Skills Development Council (HRSDC).
Once you have the LMO and Employment Contract, you will then have to submit an application for a Temporary Resident Visa to Canadian Visa Office responsible for your country of citizenship or residence.
