Is Canada still open to immigrants?
Despite recent changes to immigration policies and tighter controls on temporary residents, the answer is yes. Canada's 2027–2029 Immigration Levels Plan confirms that immigration remains an important part of the country's economic and demographic strategy.
The federal government is maintaining its target of 380,000 permanent resident admissions annually, representing 1.14 million planned admissions over three years. Economic immigration will continue to account for the largest share, creating opportunities through skilled worker programs, Provincial Nominee Programs, and other regional immigration pathways. Canada is also projecting 370,000 new temporary resident arrivals annually, consisting of 220,000 temporary workers and 150,000 international students.
Meanwhile, family reunification remains an important part of the country's immigration priorities. For Filipinos dreaming of working, studying, or permanently settling in Canada, these targets offer an encouraging picture of the opportunities that remain available
However, immigration is becoming more targeted and competitive, making proper planning, understanding eligibility requirements, and choosing the right pathway more important than ever. In this article,
Gateway to Canada examines the new immigration targets and explains what they could mean for Filipinos preparing to make Canada their next home.
