Canada has not declared any ban on flights from any country given the COVID-19 pandemic. However, the Philippine government has imposed a travel ban to and from Metro Manila, specifically NAIA until March 15 to April 14, 2020. Some international airports are still operational but several flights still has transfers in Manila before they can depart to other countries. Given this, you may consider the following:

Quarantine upon arrival in Canada
Despite the increase of confirmed cases and death in the Philippines, Canada has not imposed a mandatory quarantine for all passengers traveling to Canada. However, it might be a good practice for you to monitor your temperature and condition before, during and upon arrival in Canada for precautionary measures.
